NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing in the Council Chambers at the Vista Civic Center, 200 Civic Center Drive, Vista, California, on Tuesday, November 17, 2026 at 6:00 p.m. to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matters:
The Project includes the General Plan Update 2050 and associated amendments to the Zoning Map, Title 18 of the Development Code, Downtown Vista Specific Plan, North County Square Specific Plan, and Townsite Specific Plan. The General Plan is a broad, long-range policy document that guides future development of the City of Vista and land outside its boundaries within the Sphere of Influence (SOI). Vista’s General Plan Update 2050 articulates the community’s future goals and guides land use decisions through an organized set of policies. It defines the City’s vision and serves as a “blueprint” for future land use, health, safety, mobility, and resource conservation decisions, considering the needs and goals of the entire community and ensuring all areas are included in the planning process.
The General Plan Update 2050 includes updates to the Land Use Map and updates to goals and policies in the following elements: Land Use & Community Identity; Circulation & Mobility; Resource Conservation, Open Space & Sustainability; Healthy Vista; Noise; and Public Safety, Facilities & Services. The land use designation changes focus on increasing density along the City’s primary transit corridors, including Vista Way, Santa Fe Avenue, and in Downtown Vista, and the SOI changes are limited to APNs 169-220-09, 169-220-06, 169-210-09, 169-220-08, and 169-220-07. The amendments to the Zoning Map, Title 18 of the Development Code, Downtown Vista Specific Plan, North County Square Specific Plan, and Townsite Specific Plan implement the General Plan Update 2050.
A Draft Program Environmental Impact Report has been prepared to assess potential impacts of the General Plan Update 2050 and implementing actions, consistent with the requirements of the California Environmental Quality Act (CEQA) and CEQA Guidelines. In accordance with CEQA Guidelines section 15025(c), the Planning Commission will review and consider the Draft Program Environmental Impact Report, and will adopt findings and make recommendations to City Council on the General Plan Update 2050 and associated amendments to the Zoning Map, Title 18 of the Development Code, Downtown Vista Specific Plan, North County Square Specific Plan, and Townsite Specific Plan.
NOTE: If you challenge this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Vista at, or prior to, the public hearing.
ALL INTERESTED PARTIES ARE INVITED to attend said hearing and express opinions on the matter outlined above.
