NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing in the Council Chambers at the Vista Civic Center, 200 Civic Center Drive, Vista, California, on Tuesday, October 20, 2026 at 6:00 p.m. to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matters:
PH1. P24-0348 – Sahara Scaffold – The J&D Smith Family Living Trust
The project applicant, Jeff Smith, is requesting approval of a Site Development Plan for a scaffold materials storage yard on a 0.61-acre site located at 2232 La Mirada Drive (APN 219-531-45-00). This project has been determined to be exempt from environmental review under the California Environmental Quality Act in accordance with CEQA Guidelines Section 15332 – In-Fill Development Projects. The proposed project meets the following five in-fill conditions of Class 32 exemptions: (a) it would be consistent with the applicable designations and policies of the City’s General Plan and Zoning Ordinance; (b) it would be developed within City limits on a site no more than five acres in size that is substantially surrounded by urban uses; (c) the project site does not contain any habitat for endangered, rare or threatened species; (d) approval of the project would not result in significant effects related to traffic, noise, air quality, or water quality; and (e) the site can be adequately served by all required public utilities and services.
NOTE: If you challenge this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Vista at, or prior to, the public hearing.
