STATE HOUSING LAWS
January 24 Community Meeting
John Conley, Vista’s Community Development Director, presented a number of new state housing laws that will affect development in Vista, generating a lively discussion with the attendees.
The state requires each local jurisdiction to have a General Plan which must include Land Use and Housing elements (among others).
The Housing Element must address the Regional Housing Needs Assessment (RHNA). The Housing Element must show that RHNA can be
accommodated with existing zoning.
Currently in Vista:
Under construction—1,256 dwelling units
Approved but not started — 403 DU
In planning — 449 DU
Mr. Conley suggested we watch for: 2020 ballot measures
* Prop 13 reforms (split rolls)
* CA League of Cities local control initiative
* local referendums/initiatives on housing
Overbuilt retail commercial sector
More state housing bills, possibly new “by right” housing legislation
Removing barriers (CEQA, local agency discretion, affordable housing funds)
