SUBJECT: “RANCHO MINERVA 1940 ”MURAL AT THE VISTA HISTORICAL MUSEUM COMPLEX- 2317 OLD FOOTHILL DRIVE
RECOMMENDATION: Adopt City Council Resolution No. 2018-, approving the installation of Public Art and an Agreement for the installation of a mural and between the City of Vista and the Vista Historical Society
PRIOR ACTION: None.
PRIOR PUBLIC ARTS COMMISSION ACTION: On March 6, 2018, recommended the mural titled “Rancho Minerva 1940”by Charles and Mark Rouse be painted on one of the Vista Historical Museum buildings located at 2317 Old Foothill Drive(Vote:5-0, Moncure and Little absent).
STATEMENT ON THE SUBJECT: The Vista Historical Society complex located at 2317Old Foothill Drive, Vista, CA (Premises) is leased from the City under a 25-year lease agreement dated February 10, 2009 (Lease). Pursuant to Section 17 of the Lease, the prior written consent of City is required to paint, alter, cut, add to, or otherwise change the appearance, structure, or condition of the Premises. In September 2017, a public art proposal for a mural at the Vista Historical Museum complex was submitted to the Recreation & Community Services Department. The mural, titled “Rancho Minerva 1940” is by Charles and Mark Rouse and was submitted by the Vista Historical Society.
The mural is based on a 1940 aerial photo of the Rancho Minerva home and will be placed on the westerly side of the large storage building located at the Vista Historical Society in a frame that was constructed along the building (see Exhibit 4 for a Site Map).
The interior dimensions of the frame are22 feet7 inches wide by7 feet 7 inches high. The frame itself is8 inches wide. On the bottom center of the frame is an area for the artwork title that is 4feet wide by10 inches high and 6 inches deep. The mural will be in color and is based on a black and white photo taken in 1940.The photo depicts the site as it appeared when the groves were in production.
Per the proposed agreement (Exhibit 3), the Vista Historical Society will maintain the mural, and it will become a permanent part of the Premises. No financial assistance has been requested.

SUBJECT: CIP NO. 8302 DOWNTOWNPARKING – AWARD OF CONTRACT RECOMMENDATION: Adopt City Council Resolution No. 2018-, awarding a construction contract to L.C. Paving & Sealing, Inc. for the Downtown Parking Project (CIP No. 8302).
PRIOR ACTION: On October 10, 2017, adopted City Council Resolution No. 2017-133, amending the Operating and Capital Project Budgets for the 2017/18 Fiscal Year (Vote: 4-0, Aguilera absent).
STATEMENT ON THE SUBJECT: The purpose Capital Improvement Project (CIP) No. 8302, Downtown Parking project, is to reconfigure existing parking areas in downtown Vista to provide more parking spaces. This contract is to reconfigure the parking area on Main Street between Citrus Avenue and Vista Village Drive. The parking are at that location currently consists of five parallel parking spots. The bid package was posted on the City’s website and eBidboard on February 13, 2018 and advertised in the San Diego Union Tribune on February 22,2018 and March 1, 2018.
